On-street parking is restricted between the hours of 2AM and 6AM – from November 1 to April 1 – for snow removal and street cleaning purposes when a snow emergency has been declared. Odd/Even Parking restrictions prohibit parking on the odd-numbered side of the street on odd-numbered days and the even-numbered side of the street on even-numbered days. This applies anywhere in the City of Ithaca unless otherwise posted. Tickets are issued to violators; please contact the Parking Violations Department at 607-274-6581 if you have questions.
Put another way (citing a October 2014 Ithaca Journal article): When you park your car for the evening before midnight on an even numbered day, such as November 2, park on the side of the street where the street numbers are even, such as 302 or 304. After midnight the date changes to November 3 so you don’t want to be on the odd-numbered side of the street.

Residential Parking Permit System
The Residential Parking Permit System is for the East Hill area of the city, near Cornell University in the R1 or R2 zones. If you live in a block that has been designated as being part of the city’s Residential Parking Permit System (Zone A or B Permits), you may be able to purchase a parking permit from the City of Ithaca.
